Juliet Bui is the Director of the Division of Policy and Data (DPD) for the Office of Minority Health (OMH) at the U.S. Department of Health and Human Services (HHS). She leads policy- and data-related efforts to support the development of health policies and initiatives to reduce health disparities and advance health equity. Ms. Bui also leads the development, implementation, and coordination of strategic plans; policy studies and evaluations; and data analyses to support the OMH mission.
In 2016, Ms. Bui joined OMH to lead DPD’s behavioral health and justice policy portfolios and to support strategic activities for the Office of the Director, such as the HHS Health Disparities Council, HHS Action Plan to Reduce Racial and Ethnic Health Disparities, and My Brother’s Keeper Initiative. During her tenure within DPD and the Office of the Director, Ms. Bui has provided leadership on several programmatic efforts while supporting cross-office collaboration, in areas including FY 2020 and FY 2021 grant Notice of Funding Opportunity (NOFO) development; Think Cultural Health/National Standards for Culturally and Linguistically Appropriate Services in Health and Health Care (National CLAS Standards) promotion; Disparity Impact Strategy implementation; and Departmental efforts to implement the COVID-19 and racial equity executive orders, including leading a workgroup focused on the Presidential Memorandum Condemning and Combating Racism, Xenophobia and Intolerance Against Asian Americans and Pacific Islanders in the United States.
Prior to joining OMH, Ms. Bui was a Public Health Analyst in the Office of Behavioral Health Equity at the Substance Abuse and Mental Health Services Administration (SAMHSA), where she focused on efforts and strategies to address behavioral health disparities. She also served as a Policy Advisor on Health at the White House Initiative on Asian Americans and Pacific Islanders (WHIAAPI), where she managed projects across a range of health policy areas including behavioral health, the Affordable Care Act, and AAPI health disparities.
Ms. Bui holds a B.A. in Sociology and B.A. in Psychology from Rice University, and a Master in Social Work and Master in Public Administration from the University of Southern California.
